  16. <p>There are plans afoot for new moves into Bosnia and Macedonia
  17. </p>
  18. <p>     Is late really better than never? In Bosnia nobody knows, but
  19. the thinking in Washington and Western Europe seems to be
  20. "Let's find out." It is getting very, very late for intervention
  21. there. Sarajevo's 400,000 residents are reaching the end of
  22. their food supplies, since relief flights were suspended on Dec.
  23. 1. But few are keen to accept the offer of Bosnian Serb leader
  24. Radovan Karadzic to guarantee safe passage to all civilians
  25. leaving the city--an all too facile and cynical turnabout
  26. after eight brutal months of Serb barrage.

  28. <p>     Nonetheless, NATO defense ministers meeting in Brussels
  29. worked out contingency plans that ranged from air enforcement
  30. of the U.N. ban on Serb military flights over Bosnia to sending
  31. troops to create safe havens for potential victims of ethnic
  32. cleansing. A senior State Department official believes
  33. enforcement of the no-fly zone to be a near certainty, perhaps
  34. to be followed by a lifting of the ban on weapons sales to
  35. Bosnians.

  37. <p>     And if it really is too late? In hopes of heading off
  38. future conflict, the U.N. is considering dispatching 700
  39. peacekeepers to Macedonia. Ethnic tension there, already high,
  40. could explode if Slobodan Milosevic is re-elected President of
  41. neighboring Serbia on Dec. 20.
